Hazardous Energy Control (LOTO) Training – Kazakhstan, October 2026

TECS delivered a five-day Hazardous Energy Control (HEC/LOTO) training program at a client site in Kazakhstan. There was one 1-day session for managers and two 2-day sessions for HEC specialists, with 18 participants in total.

Scope

  • Managers: governance of the site HEC standard, roles and responsibilities, training needs, disciplinary measures, audit, and a workshop on the site-specific standard.
  • Specialists: hazardous energy inventory, routine and non-routine tasks, task risk assessment, the LOTO process and devices, LOTO permits and equipment-specific instructions, line breaking, full body entry, work on energized equipment, and bypass of safety systems.

Approach
Theory was combined with a practical case on the site’s own production equipment. Participants identified all energy sources, completed the LOTO permit and hazard analysis, and verified the isolation sequence on the shop floor. On site they demonstrated lockout stations, group lockout, and valve and breaker lockout devices.

Results

  • All specialists tested scored above 80% (average 90%).
  • Overall participant rating: 5.5 / 6.
  • Site-specific recommendations were provided to strengthen LOTO implementation.
